- Enforce an efficient governance framework for efficient operation and optimal delivery .

- Master plan focusing on regional context, impact of history on urban fabric, archeological significance, topography and contextual analysis for modern and state-of-the-art educational setup, technology requirements, recreations, and industrial zones.
The master plan philosophy is about:
- Site analysis – Project site within surrounding urban context
- Program analysis – Built up area in relation to a given site, building orientation, site zoning, physical and cultural remodelling of land, and site configuration
- Roof plan, land use, pedestrian circulation, emergency circulation, sustainability – Climate design, green architecture, and nature
- Landscape – Site factors, conceptual approach, planting theme, landscape pavement materials, landscape general layout
- Infrastructure
- Traffic circulation, storm water network, water supply, irrigation system, sewage network and waste
- Wind and/or solar energy system, water treatment plan, fire fighter system, medium/low voltage system
